C. Government Accountability Office (GAO)
Congress shall establish and fund an independent, nonpartisan Government Accountability Office.
This is Congress’s watchdog. The GAO can audit government agencies, investigate their processes, and carry out other functions to help Congress in its oversight duties. They don’t have enforcement power, and they are not beholden to any member of Congress. Instead, they help Congress make government better and more efficient. If the Congressional Budget Office is future-looking, the Government Accountability Office is focused on the present and recent past.
