E.2. Leadership and Compensation
The Director of the Federal Elections Commission will serve a single, non-renewable term of six (6) years. When a vacancy opens or a term is set to expire, the Vice President, Leader of the Senate, and Speaker of the House will meet to identify a list of no fewer than five and no more than ten potential candidates, which they will submit to the President. In the case of a scheduled vacancy, this panel must submit its list to the President no later than thirty (30) days before the vacancy will occur. In the event of an unscheduled vacancy, the panel must meet for the first time within forty-eight (48) hours and must submit a list within ten (10) days. A majority vote is sufficient to add a candidate to the list.
The President will nominate one of these candidates, and the Senate must vote within thirty (30) days of nomination to confirm. If the nominee is not confirmed, the President will submit another nominee.
Regardless of the circumstances surrounding the vacancy, the newly confirmed Director will serve a full term, commencing on the first working day after their confirmation.
The Director will be compensated at the same rate as an Associate Justice of the Supreme Court. All other employees will be compensated within a range set by Congress, between the 50th and 88th percentiles of national individual income, as measured in the most recent decennial census.
