The following rules ensure that Members of Congress meet the same basic expectations that apply to working Americans across the country.
Many Americans, maybe even most, don’t believe that members of Congress work very much, as a group. Or if they do, they aren’t working at the business of the people. This passage lays out attendance and work expectations for members of Congress. This specific passage explains that these rules aren’t punitive. They’re the same rules most Americans have to abide by in their daily lives.
The purpose here isn’t only to make sure Congress works, though that is an important need. It’s equally vital to ensure members of Congress don’t lose touch with the work experience of regular people.
