D.2. In-Session Workdays
When Congress is in session, Members must work a full day of at least eight hours. Each chamber may set reasonable schedules, but the standard workday must be met.
This is more of the basic expectation that members show up and work full-time at their jobs. Full-time employees everywhere else have to work a full 40-hour workweek. Many have to work even longer hours. This sets the same floor for members of Congress. When Congress is in session, they are expected to be in the nation's capital (unless they're on an authorized junket), working for the people of their state or district.
Note the use of "at least eight hours." This is a floor, not a ceiling.
