Article II, Section 3

To ensure Congress can fulfill its constitutional duties, the following independent offices are established by this Charter.

Legislation and Congressional oversight are big dragons to slay. Given that members of Congress need expertise in the cloud of factors that surround those tasks, they have created several offices to help. This entire section is dedicated strictly to enshrining these necessary offices in constitutional language.

Why? Because these offices sometimes have to speak uncomfortable or unpopular truths. If we want them to be effective, and we do, then they have to be able to tell the truth without fear of having their office eliminated by a vengeful majority in Congress.

The Charter text that follows is pretty straightforward. I’m only offering commentary where it is needed.
