B.3(c). Residency
All Citizens have the unqualified Right to live in the United States.
This provision reinforces the prohibition against exile. The right of an American citizen to live in the United States is “unqualified.” Again, this means there are no conditions that need to be met to justify exercising it. The government simply can’t tell a citizen that they can’t live in the U.S. Full Stop.
