B.1. General Limits
Members of Congress shall be limited to four full terms in the House of Representatives and two full terms in the Senate.
This language here is self-explanatory. The number of terms in each chamber reflects a consensus opinion from the polling cited earlier. Specifically, it draws on the research done in 2023 by the Program for Public Consultation, if you want to find the specific article.
If a Member serves a partial term lasting less than half of a full term, the partial term does not count as a full term; however, anything longer than that is considered a full term.
This sentence clarifies how partial terms are reckoned as far as counting as a “term.” If a member serves at least half the term, it counts as a term.
