All Persons within the United States are guaranteed Civil Rights under this Charter. These Civil Rights give legal force to their Natural Rights. Those Rights include:

The only important point here is the use of the phrase “All Persons within the United States.” Following, as it does, after Section 2.A.1-2, this is a clear explanation. Civil rights apply to everyone, not just to citizens.
