E.1. Citizenship and Neutrality Requirement

All employees of the Federal Elections Commission, including the Director, must be Citizens of the United States. As a condition of employment, FEC employees must publicly remain strictly neutral on matters of elections, both as individuals and in their capacity as election officials. They may vote, if they retain that Power, but they may not publicly advocate in any way.
