C.2(b). Election of Leadership

Once all members are sworn in, each Chamber will elect its leadership following its rules. Upon electing their leadership, the respective leaders will assign committees and chairs for those committees and will appoint or extend the appointments of the various support offices.

This provision covers the actions required immediately after swearing in. As soon as everyone is sworn in, the members of each chamber immediately move to elect leaders, according to the rules they have already established. They make committee assignments and appoint committee chairs. Then, the leaders make sure there is leadership for the support offices. This means that, by the end of the first day, Congress should be fully up and running. It should be ready for business and regular order.
