B.1(e). Non-Exclusivity Provision
Nothing in this Section limits the Citizens’ Power to initiate Charter revision or replacement through the procedures defined in Article VI, Section 5.
Suppose a recommendation doesn’t pass, but a group of citizens can later gather enough support for reconsidering a recommendation under the provisions of Article VI. In that case, neither B.1(d) nor any other part of this subsection prevents them from doing so. The only finality is that the challenged review is no longer open. Their reintroduction of a recommendation is an entirely new and separate matter.
