L. Armed Forces

Congress has the sole power to establish or abolish military branches and agencies, whether in full or in part. Congress shall also establish a Uniform Code of Military Justice and shall review it for currency during the year of each decennial census.

Congress shall enact, within one year of the ratification of this Charter, a uniform law for the activation of the militias, which shall consist of all of the People, aged 18 through 30, who are registered for the Selective Service, as well as the National Guard and the Air National Guard. No other militia exists under this Charter.

Congress shall provide for the organizing, arming, and discipline of the militias.
