Congress shall have the sole power to establish the currency and shall govern the creation and issuance of its instruments, including legal tender. This includes both physical currency, as well as currency relying on other means, including, but not necessarily limited to digital transactions or cryptocurrency.

Congress also has the sole power to establish laws governing counterfeiting or devaluation of the currency. If Congress allows for a central bank with the power over monetary policy, then that implies Congress has delegated the powers necessary for that purpose to the central bank.

Congress shall have the power to establish the laws of bankruptcy that prevail throughout the United States.
