To ensure Congress can fulfill its constitutional duties, the following independent offices are established by this Charter.

A. Legislative Counsel Office

B. Congressional Budget Office (CBO)

C. Government Accountability Office (GAO)

D. Clerk's Office (House of Representatives) and Secretary's Office (Senate)

E. Parliamentarian's Office
