A. Public Control of Digital Infrastructure
All digital infrastructure used to carry out essential functions of government must remain under the direct control and operation of the Government. Such systems may not be outsourced to or operated by private entities.
The Government shall maintain full and exclusive authority over public records, communications, and digital systems necessary for constitutional governance.
The Government has an affirmative duty to modernize and adapt its infrastructure as technology develops, ensuring security, accessibility, and resilience in accordance with this Charter.
