Section 3

Any Citizen of the United States who is at least eighteen years old and has not been disqualified by due process of law shall be eligible to vote in all federal elections. Disqualification is permitted only as provided in this Charter.

The States shall be responsible for voter registration, and in cases where federal eligibility and State eligibility differ, shall make it clear and easy for the Citizens to understand.
