Section 7

A. Census Bureau

Congress shall establish the Census Bureau by law. The Bureau shall operate within the Executive Branch. It exists primarily to conduct a complete population count every ten years and any supplementary surveys necessary for apportionment, government function, and taxation purposes.

The Census Bureau cannot be outsourced.

B. Postal Service

Congress shall establish the Postal Service by law. The Postal Service will be a civic institution with a mandate for universal delivery of letters and parcels at reasonable rates. Congress may attempt to recover some or all of the costs of operating the Postal Service, but it is neither required to be a profit center nor self-sufficient.

The Postal Service cannot be outsourced.
